Ryan Chappelle

Ryan Chappelle, the Regional Director of CTU California, is a typical bureaucrat.

He is entirely self-concerned, devoted to protocol, and always striving toward a promotion, not caring who he has to sell out to get it.

He has no field experience, remaining behind a desk while the agents try to save the world. Unfortunately, he also has supreme authority, or at least the most supreme that we have seen. He mostly serves as an obstacle in the way of the protagonists.
